As we continue to evolve our People & Culture operating model, we are seeking an experienced and commercially minded Head of People Operations to modernise and lead our People Operations function.
This senior leadership role is responsible for operational excellence, industrial and employment framework governance, system enablement and people service delivery across the full employee lifecycle. The successful candidate will play a critical role in strengthening risk management, regulatory compliance and service delivery standards while enhancing the employee and leader experience.
The Opportunity
The Head of People Operations will shape and lead a scalable, efficient and compliant People Operations model suited to a global, highly regulated environment.
This role acts as the global source of truth for People & Culture policy, industrial and employment frameworks, operational control and data integrity, ensuring QIC meets its legislative and regulatory obligations while improving how people services are delivered to the business.
You will lead a capable team and build a service-oriented, commercially focused operating model that supports the business rather than creating barriers.
Key Responsibilities
People Operations & Process Excellence
- Lead end-to-end People Operations across the employee lifecycle while maintaining enterprise data integrity.
- Re-engineer and optimise HR processes and operational procedures to improve efficiency, capacity and user experience.
- Drive automation and system-enabled efficiencies to reduce manual intervention and risk.
- Embed a culture of continuous improvement and operational resilience.
Industrial Relations & Employment Framework Governance
- Own and maintain QIC’s global People & Policy policy, procedural and employment framework.
- Provide technical oversight of industrial instruments, employment conditions and employment legislation across jurisdictions.
- Ensure compliant design and execution of employment documentation and workforce changes.
- Strengthen governance, controls and documentation standards.
- Act as a key risk owner within the People & Culture function, ensuring alignment with legislative, regulatory and privacy requirements.
- Maintain audit readiness aligned to financial services regulatory frameworks and accountability regimes.
People Systems & Data Governance
- Act as functional owner of the HRIS ecosystem (Oracle HCM), accountable for data integrity, governance and optimisation.
- Oversee system configuration, enhancements, workflows and integrations in partnership with IT and vendors.
- Ensure master data governance standards are robust, accurate and aligned with downstream systems (including payroll interfaces).
- Identify opportunities to leverage automation and emerging technologies to streamline operations and reduce risk.
Workforce Analytics & Reporting
- Oversee workforce reporting and data governance frameworks.
- Ensure accurate, reliable and compliant people data to support executive decision-making and risk visibility.
- Strengthen dashboards, reporting discipline and insights.
Leadership
- Lead, develop and uplift a high-performing People Operations team.
- Build capability, accountability and a strong service and delivery mindset across the function.
About You
You are a pragmatic, commercially focused People leader who brings discipline and clarity to complex operating environments while actively simplifying how work gets done.
You will bring:
- Significant experience leading People Operations in a complex and/or regulated environment.
- Strong technical understanding of industrial instruments, employment contracts and employment legislation across jurisdictions.
- Demonstrated experience owning People policy, compliance and governance frameworks.
- Experience with HR systems and data governance (Oracle HCM highly regarded).
- A proven track record of reengineering processes and improving service delivery at scale.
- Strong understanding of operational risk, controls and regulatory expectations (financial services experience highly regarded).
- Experience leading and developing operational teams through change.
- A solutions-focused, collaborative and commercially minded approach.
